Basement apts are notorious for these types of problems due to a number of factors.
1) they tend not to have the air exchanged enough.
2) they tend to be more damp which promotes mold activity.
It could be animal dander either from a current pet or a previous occupier of the space.
It could be house mites in the area where the child is sleeping such as in a mattress or pillow.
