I can't imagine why oak would need to be filled unless there were flaws or damage. Certainly you want to use the best quality stain you can buy and we will presume it is sanded and ready for stain. Try applying it with a soft cloth and then wiping it off. The longer you leave it without wiping it off the darker it will be. Try a test piece, apply it and wipe it off immediately, then try leaving it for 15 or 20 seconds and wipe it off to see if this is the tone you want.
