My home has a cut stone foundation. I have been told that tuckpointing the inside will reduce the water that trickles down the wall after each rainfall. One handyman says he would still have "weep" holes near the floor (which is dirt covered with soft brick) and wants to install french drain. The other says a silicone-based mortar will give with the soft stone, but maintain a water barrier without weep holes. Any thoughts here?

If your old stone foundation has never had work done on it, likely tuckpointing will help. This would reduce channels for water ingress by deflecting much of the water away. Weep holes are an important safeguard for drainage in case of water build up and also for venting.

Whenever you are dealing with exterior walls, both drainage and venting (drying) are extremely important.

The other method could probably work but the work would have to done perfectly to pevent water ingress and would require regular inspections and maintenance. With this method you wouldn't even want any dampness.
