I have heard there is a new replacment sewer line that is a sleve like pipe that uses water to inject it into you old pipe. Can anyone give me more info on this.

I am aware of pipe sleeves but my research has not turned up sleeves that can be installed by injecting water.

That doesn't mean it doesn't exist, it just may be an obscure procedure.

I think what you are looking for is called "pipe bursting".
It uses water help slurry the ground.

Nope, just good info. We are doing a major main line sewer repair job here that i am in charge of. The company is using sliplining. Lots of good links on that site.
