Should I spend the extra $1.50 per stud for kiln dried studs to finish my basement?

As a rule you shouldn't have to. Standard grade 1 and 2 lumber should be fine. By time you finish framing, the lumber will have time to acclimatize. If 1 or 2 twist badly just replace them. If your basement is damp, the lumber will pick up this dampness.
It would be ideal to check the amount of moisture in the wood with a moisture meter. It should be below 20% to be safe from fungus growth.
