You don't say how old this cottage is.
If it is 4 yrs old and has been sinking since it was built, it may get to a point before any structural problems occur where it will stop.
If the other piers are stable, you could jack the bad corner up and put a block in place to level the corner.
Check it every couple weeks and keep track of how much it moves at each check. If the amount it moves diminishes each time, it may soon stop once the pier hits hard pan or rock.
The other concern is whether the pier remains plumb. If it does not, you will likely have to put in a new footing.
There could be other factors involved here such as concrete piers sitting on piles...or a change in soil conditions due to a number of factors such as water table, earthquake, springs, etc.
