The board at the outer end of the joists is called a header joist. All you need do is nail it to each joist end. End nailing a board to another board is generally very secure. If they are 2x8's or 2x10's use four or five 3 1/2 inch galvanized nails, this should make it very strong.
End nailing is much stronger than toe nailing.
If you are still concerned, double up on the header joist or put steel brackets on the inside where the joist meet the header joist.
