I want to remove the glass from Malta wood double hung windows that seem to be vinyl clad on the outside. They are probably 20 years or older and seem to have vinyl strips on the outside that can be removed, probably not in one piece. Please send advice.

I have no experience with Malta windows, but no matter what the type, they all have the glass put in once the window is built. The method for holding the glass in place differs. If you have vinyl clips holding the glass in place, the only caution is the age of the vinyl. After 20 years these clips may be brittle and subject to cracking and breaking.
If the clips are vinyl clad wood mouldings, you may be in luck. I would check with the manufacturer with a few questions. Go to their web site and send your message.
